Investing in sustainable communities

Procure Plus works in partnership with its clients, chosen contractors and suppliers to reduce inefficiencies and deliver a best value for tenants, creating opportunities to develop sustainable communities and long term social and economic benefits.

Aggregating procurement to pass on savings to client communities is not a new concept, particularly within social housing. Procure Plus aims to do more than this by addressing changes in the industry and responding to key government drivers to help social housing providers better maintain their properties and improve their service.

Challenges

The Egan Report brought about the Rethinking Construction Agenda, which states that the construction sector is not as innovative or efficient as it could be. There is now a requirement for more committed leadership, a greater focus on the customer, a commitment to people, better integrated processes and a quality driven agenda.

The Efficiency Agenda prompted by the Gershon Review proposes that the key is not merely to lower prices but to examine value for money. Savings are important but consideration must be given to where those savings come from and how they are used.

There are also many everyday challenges which social housing providers and the construction industry face:

• Legal regulations, i.e. Gas Safety Regulations and the requirement for CORGI accredited service providers.
• Official Journal of the European Union (OJEU) tender framework– simplifying the process for contractors and suppliers.
• Management of access and overdue properties - process, control, reasonable attempts, innovative measures to gain access.
• Key Lines of Enquiry (KLOE)– excellent service standard i.e. annual servicing and prompt repairs.
• Audits– independent commissions responsible for the inspection and quality, compliance and adherence of policy.

Procure Plus is about much more than improving housing. We are a regeneration company with a vision to improve not only the quality of social housing, but also the quality of the community by providing jobs, improving training, and integrating communities.
