We’re a not-for-profit company, owned by social housing providers, specialising in procuring goods and services for repairs and maintenance. Our multidisciplinary team understands both the market and the communities our clients serve. We work with landlords to define what value really means and how to deliver it – providing benchmarking, market intelligence, and clarity on what works should cost, as well as the art of the possible when it comes to social value.

Typically, our clients save between 10% and 20% without compromising on quality. Last year, our total framework spend reached £232 million, generating over £30 million in savings.

Understanding your supply chain in a complex market – key to costs savings 

The social housing supply chain is influenced by the same global trends that affect much of our economy. At Procure Plus, we work closely with the sector’s suppliers to understand these factors and advise landlords on how to manage them to deliver savings.

With budgets under pressure, a dynamic, insight-led approach to procurement provides a simple way to review spending without affecting resources or services.

In volatile markets, it’s hard to offer assurance that you’re paying a fair price for goods and services. That’s why we collaborate with the market and contractor partners to identify and reduce risk, steer investment strategies and to ensure continuity of work.

The supply chain welcomes this interaction – in particular, the transparency and level of data we’re able to provide about pipeline. As a result, we are able to maintain a market-leading price position – and we’ve widened the gap between Procure Plus and other routes to market.

Responsive repairs – constantly improving efficiency

We now provide responsive repairs materials to landlords across the country through a blended model that brings together nine merchants and more than 50 direct manufacturers. The pressure to deliver value for money has never been greater, so we’ve focused on efficiencies in delivery routes and using data to continually improve operative performance.

Responsive repairs works best when it’s about supporting teams to do their jobs well — not about paying for a costly bespoke one-stop shop. By combining multiple supply routes, and properly understanding risk and cost, we’ve been able to control pricing, leverage manufacturer relationships and reduce overheads, saving landlords around XX% each year.

Decent homes

As the life cycle renewal programmes start, Landlords are spending 26% more on works relating to decent homes. The consultation on Decent Homes 2 has now concluded and we are awaiting guidance from government, but product life cycles and quality standards means landlords are still awarding large-scale contracts for elements such as kitchens and roofing.

This is where Procure Plus started and so with continuously developed specifications that reduce variations, flexibility for client-specific requirements and well-known material suppliers offering value in these areas because of the relationships Procure Plus has built, significant savings can be realised on the standard specification.

Should Landlords wish, they are able to invest these savings into additional works, improving the tenant offer and extending the life cycle of products for the future.  For example, installing stronger kitchen hinges, more resilient kick boards or providing energy-saving offers. Last year, landlords using Procure Plus were able to save up to 25% on their big-ticket items.

New framework users enable us to compare rates with the open market, and we typically identify savings between 23 and 30% based on our labour/material models, engagement with SME contractors and contract management service

 Total Value Approach

Procure Plus focuses on construction works and services for social and affordable housing, because it’s where we come from, what we know and what we’re good at.

As challenges arise in the sector, we take time to design the right approach to procure and deliver the solution, which includes working with landlords and the supply chain to bring together what they know.

As a procurement company we understand value can only truly be assessed at the end of a project, when what it has cost alongside what has been delivered can be fully evaluated, so we provide cost transparency and understanding at every stage, take time to understand what value means to each organisation and plan, monitor and support the delivery.  Our projects typically complete the planned volume at low to no inflation when the stock condition is understood.

Our solutions include all planned maintenance works, retrofit, responsive repair materials, void works, plant and tool hire, building safety, damp and mould, lift servicing, gas servicing, legionella and asbestos, consultancy services, fleet vehicles and waste management.

We build relationships around these services and lead collaboration to effect change, such as engaging with the Department of Energy Security and Net Zero (DESNZ) on challenges with funding, leading the Housing Community of Practice in the North West on behalf of the Cabinet Office to support housing through the Procurement Act changes, partnering with the Construction Industry Training Board (CITB) and City and Guilds (C&G) leveraging in funding for skills training and developing programmes.

For every contract we focus on supporting people within the communities where the work is being delivered towards permanent employment. We measure success by how far people have travelled (support given to get them ready for work) and sustainment.  We work with landlords to understand their priority groups and bring our understanding alongside theirs to create pathways that work and can be scaled.

In 2024/25 we supported 782 people into employment, of which 93% were from a priority group (for example long term unemployed, NEET, ex-offender and any others) and 87% sustained employment for a minimum of 3 months.  This equates to 3.4 people into work for every £1million spend through Procure Plus and many more supported on their journey.

All of this work is underpinned by data. We utilise a mix of in house and market systems to capture, analyse and report on everything we deliver and will work with landlords to understand how best to customise it to support them.
